however , the license page is blank and i cannot register the extenesion.

Thanks for using the extension in your site. Please enable the SOAP extension in sever. It's required in Magento2 http://devdocs.magento.com/guides/v2.1/install-gde/system-requirements-tech.html#required-php-extensions. Please follow this guide https://www.interserver.net/tips/kb/enable-soap-in-cpanel/ or contact to the hosting provider, they will help you do it.
i have checked ... the soap plugin was enabled earlier already in our server.
so whats next?

Please try to update the file app/code/Lof/All/Block/Adminhtml/System/ListLicense.php, then check the problem. If not please send me a SSH account, admin account, i will check and fix this problem.
